The Gallente Union Police & Public Safety Service (GUPPSS) was intended to operate as an "all union service", with its officers recruited and trained by the federal government of the Gallente Union. While retaining basic membership of the GUPPSS, and with some serving as federal police, most officers served in distinct units under the political oversight of member states. The concept broke down as the Gallente Union expanded throughout space and evolved into the modern day Gallente Federation. As outlying systems, planets and colonies chose to wholly organize their own police forces, the "Guppies" were increasingly seen as an anachronism by the heavily-populated and powerful member states of Luminaire. Ultimately, the homeworld states followed the example of the sovereign polities of the Gallente Federation and set up entirely independent police forces. The Gallente Union Police & Publice Safety Service became the Gallente Police Directorate, and found a new lease of life as a police force operating across Federation space with jurisdiction over federal domains. Detractors of this service still refer to it by the old nickname of "Guppies".

Noting the success of holoreels starring actors using Impetus's Glamourex neural booster, the Nugoeihuvi Corporation sought to develop a similar product, albeit one placing greater emphasis on boosting base sex appeal rather than a more subtle charismatic charm. The Heartsurge project was farmed out to one of the giant NOH megacorp's many subsidiaries, Bakkomolu Productions, which in turn contracted with a neurotweaker lab based in the Mivora constellation, on the edges of the Forge region. Inevitably, given the complex, endlessly-shifting politics and webs of relationships between the Throne, Royal Houses, and their various vassals, there are any number of situations where the Ministry of Internal Order has some valid interest or mandate to intervene. Outright situations of unrest or flagrant criminality are often dealt with by the Ministry's feared Order Paladins, a paramilitary force given to act first and ask questions later. When investigation or a somewhat lighter touch is required the Imperial Inquisitorial Police are usually sent in. The bulk of the State Police's income is derived from such policing and security work, but it retains Chief Executive Panel funding and the "Big 8" oversight that comes with it. Occasionally, the megacorporations may call in the State Police to resolve some matter they wish to keep at arms length. The Republic Justice Police (RJP) are a uniformed branch of the Republic Justice Department, the law enforcement organization principally focused on fighting against crimes affecting the stability and security of the Republic and all the Tribes, such as terrorism, smuggling, and above all slavery. While other branches of the Republic Justice Department are active in more clandestine activities, such as counter-intelligence and supporting rebel groups in the Amarr Empire, the RJP tends to restrict its activities to internal crimes and co-operation with the various tribal and clan police forces in order to combat Republic-wide criminal networks. Given the complicated nature of jurisdiction and legality in the Tribal Republic of the Minmatar, the Republic Justice Police often encounter difficulties and outright disdain from many clans eager to maintain their rights and jealous of outside interference. Nevertheless, the RJP's units are often to be seen travelling across Republic space as the complexities and exceptions of space colonization and station life often mean that only the Republic's police forces can deal with the problems. Most colonies or stations prefer calling in the RJP rather than the paramilitaries of the Republic Security Services if a Republic presence is required.
